Maintaining the filters

I use SpamAssassin indirectly through my account on the W.E.L.L.
Seems to me they are in an unending battle to build the filters.

How much resource does this take? 1 FT person, 2? more?

    Our little company has about 30 mailboxes total on a Linux box running sendmail. On a daily basis, it takes me about 30 minutes to sift through the various mailboxes looking for spam to add to the Bayesian filter. I've noticed - maybe someone else can tell me what I'm doing wrong - that whenever I install/upgrade SpamAssassin, the filters are extremely effective for the first week and progressivel decline in efficiency thereafter. Anyone else had this happen?
